HARBIN ELECTRICAL MEASURING INSTRUMENT CO., LTD(HEMI, originally known as HARBIN ELECTRICAL MEASURING INSTRUMENT FACTORY), founded in 1953, was one of the 156 main construction projects assisted by the former Soviet Union during the first Five-Year Plan. During it’s developing course of over 50 years, HEMI has been in the leading position in the industry in China. It is not only honored as the cradle of Chinese KWH meters, but also being one of the main drafters and editors of the industry standards for the electrical measuring instrument industry. Since China’s first unit self-designed self –manufactured kWh meter was developed by HEMI in 1956, HEMI has been supplying equipments for installation in the major national key projects continually because of the high quality and reliability of the instruments. The vehicle instrumental system of the first Jiefang truck and the first Hongqi Car, the precision instrument system of the first man-made satellite were all developed and manufactured by HEMI. Since China Electrical Instrument Industry Association was established, HEMI has been the chief unit of Electrical Instrument Sub-association of the China Instrument Manufacturers Association. Internationally, HEMI assisted Philippine, Romania, North Korea, etc. over 10 friend countries to establish their electrical instrument production bases and to draft the industry standards successively. Simultaneously, HEMI has been providing technical support to dozens of backbone enterprises in electrical instruments industry in over 20 provinces and municipalities domestically. The technology of HEMI spreads widely both nationally and abroad, and shares a good reputation in this industry. HEMI is one of the core enterprises possessing the hi-tech for watt-hour metering industry. The inductive-type KWH meter manufactured by HEMI is the first Chinese product accredited by the international quality inspection authority KEMA Holland. HEMI Technology Center took the leading in obtaining CNAL (China National Accreditation Committee for Laboratory) certificate, which has been renamed as CNAS. HEMI has strong capacity in the hi-tech electrical measuring instruments R&D, well furnished with the advanced manufacturing equipments and facilities from big names, ***** automatic iron core riveting machine from Italy, high-speed punching machine, computer-controlled injection molding machine, rotor forming machine from Switzerland, die casting machine from Japan, etc., which strongly backed up HEMI technology R&D and product quality. In October 2007, we invested hundreds of thousands of fund to build a internationally leading measuring meter and instrument production base of HEMI New and HI-tech Industrial Park with a floor space of 54, 000m2. The project will be complete by ending of 2008, and now the first section has been put into use. Therefore HEMI’s production capacity is increased by times. During these years, HEMI has been awarded China Quality Management Award, National Key Project of Scientific & technological Promotion, Excellence Product of Institute of Machinery Department and other honors successively. In year 2003, HEMI meter was evaluated as the Chinese Famous Brand Product, and continued in holding this award in 2006. In year 2007, HEMI product was evaluated as the National Inspection-Free Product. In the future development，as the leader of domestic Electrical Measuring Instrument market, taking Revitalizing the national industry and dedicating to the mother country as our duty, HEMI will work hard in promoting HEMI brand-name internationalization, and technology intellectualization, creating the brand-name of HEMI over centuries.
